Aquila is a wholly owned subsidiary of the ANA working on behalf of brand owners to create a measurement platform delivering deduplicated reach and frequency across all forms of digital and broadcast media. As a marketer-led initiative, Aquila is designed to address the needs of advertisers – especially for standardization across media channels, platforms, and types – to enable better cross-media measurement and planning.
Aquila has fostered unprecedented collaboration between marketers, platforms, and broadcasters to develop a privacy-safe, first-party-based, tagless, cross-media measurement solution.
Aquila is the US implementation of the WFA (World Federation of Advertisers) Halo global cross-media program and joins the UK's Origin, being led by the Incorporated Society of British Advertisers (ISBA), as the second market to implement the Halo cross-media measurement framework.

Bill Tucker is CEO of Aquila and launched the advertiser-led company to deliver advertisers a Cross Media Measurement Solution while serving as Group EVP Data Tech Measurement at the ANA. Bill has extensive agency management experience including Publicis Group Media serving as CEO MediaVest and President Starcom Media Vest Group. Bill is a past adjunct Professor at NYU Stern and has served on various boards and advisory boards including DPAA, Geopath, ARF, Villanova University School of Business, Partnership for Children, and Response Point Technologies/ Stop The Bleed.
President & Chief Operating Officer
Tina Daniels serves as the President and COO of Aquila. Tina has spent the last 20 years advising the world’s largest brands and agencies on digital marketing strategy. Tina has held client service leadership roles at Google, Microsoft and Razorfish focusing on digital transformation, media and measurement. Tina is an experienced board member, holds an MBA from Harvard and is recognized for building high-impact teams and advancing digital marketing innovation.
Chief Revenue Officer
Jed Meyer is the Chief Revenue Officer for Aquila. Previously, Jed has worked across the Media buy/sell/technology ecosystem, holding leadership roles at Kantar, Ebiquity, Google, Univision Communications, OmnicomMediaGroup and Nielsen. He is also is active in many industry organizations, serving on the Board for the Advertising Research Foundation (Past Chair) and has been a board member of the Media Ratings Council, Coalition for Innovative Media Measurement and the Council for Research Excellence.
Chief Research Officer
Josh Chasin of KnotSimpler serves as the Chief Research Officer for Aquila. Josh is a 35-plus year market research and audience measurement veteran who experienced in all facets of design, development and implementation of syndicated and custom research. Josh has served as Chief Measurability Officer at VideoAmp, Chief Research Officer at Comscore, and spent 17 years at Arbitron. He belongs to and has served on the board for a number of industry councils and organizations. Josh has a B.S. in Marketing from NYU, and an MBA Cum Laude in Marketing Management from Pace University.
EVP of Product Strategy & Operations
Hannah Pavalow is the EVP of Product Strategy and Operations, bringing over 15 years of experience in advertising measurement and product strategy. She oversees the development and execution of Aquila's product strategies and product usage to deliver customer value. Before joining Aquila, Hannah was a trusted advisor to global tech and media companies through her consultancy work at ThinkMedium. In her previous roles at Meta and Gopuff, she worked with marketers, agencies, and industry bodies to build industry best practices, measurement solutions, and several high-performing teams. Her work has resulted in two U.S. patent applications in advertising measurement.
